The section referred to understands that public participation and Ward committee system in particular forms part of seven (7) cabinet priorities and as such there is a performance agreement signed between the President and the Minister and between the Minister and the MES`. Municipalities are to immune to the arrangement since they are mainly responsible for the implementation of the participation practice.

Our Municipality has never received any audit query due to non compliance with public involvement to municipal affairs and that credit is due to the very same staff members and the Section. It should be noted that public participation is becoming a critical part to spheres of government.

Lately the auditor general is now not only interested on the handling of the municipal monies but also the compliance with the requirement of Legislation. Legislation such as the Municipal Systems Act of 2000, Finance Management Act of 2003, the Structures Amendment Act of 2000 and the Constitution of the country.

The section now fully understands the CDW programme and has since developed good working relations with the community development workers. The CDW programme was initiated by National and Provincial Government partly to complement public participation programmes hence the CDW`s are housed to Municipalities.

The section is also responsible for following duties:

  • Free basic alternative distribution (FBAE) to homes that have no electricity.
  • Doing ward surveys and profiles.
  • Door to Door pamphlet distribution.
  • Budgets and IDP meetings arrangements.
  • Loudhailings for community meetings and compliance meetings.
  • Masakhane.
  • Organising of Mayoral and councillors events.
  • Debt collection incentive drive.

The section referred to is highly committed and willing to go an extra mile, willing and able to work under extreme pressure and long hours.

The Pubic Participation section works with various structures and stakeholders and the current public participation employees have in the past successfully coordinated various National, Provincial government and Mayoral events including the annual event which is Nyusi Volume which attracts more then 30 000 or more spectators. The section has acquired the necessary required experience to mobilise and motivate community members to attend to government and Mayoral functions.
